Because you see it working all the time in movies. I don't know if they did C4 in a lock, per se. I've seen lots of the episodes, but not all. I do know they tried to open a safe by filling it with water and putting in a detonator. Suffice to say, the door of the safe blew off, but destroyed everything inside.
