This is the father figure Perry that we've all come to know in fanfic. There were hints of it in the series, but fanfic has taken it to another level.
One small problem that I see. Perry mentions that '... right now it's just an unsubstantiated rumor...' . No, it's not. Lois was the one who publicly said that the baby was Superman's. It was part of her plan. So, if you wish to call it a rumor, it's a rumor started by the mother to be.
Not too easy for Perry to explain away.
