By this, I mean introducing characters and situations that insult my intelligence. I started watching Smallville years ago and quit after season 2 I believe for this same reason. I hope Superman and Lois doesn't go that route. L&C's Lex Luthor didn't need that. He was evil but he was human. Maybe it's the way the CW does things or maybe I'm being intolerant.

Generally, it can be said that on the CW Shows, most of the antagonists in Shows featuring superpowerd heroes do have powers, too. So, Arrow and Batwoman fight humans, Flash metas, Supergirl Aliens etc. Human antagonists like Luthor (both versions) are more an exception than a normal Thing.
That can be anoying sometimes, especially now where we have them all on the same earth, but the potential here isn't used sometimes.
I can understand what you mean about Smallville, they had tons of superpowered People and 90% or so became crazy villains. Even ignoring the fact that it was never really explained why the kryptonite gave all the People different powers it makes no sense that everyone becomes a villain. To be fair, the later seasons of SV overcome that "Freak of the Week" Thing, and the variety of antagonists becomes broader. People said that watching the first and last seasons of SV is like watching two different Shows and I can admit to that. Wether this makes things better or worse everyone has to decife for themselves.
About the Heat-vision woman: Arrowverse Wiki credits her as "Leslie Larr" with the additional note that in the Comics there is a similarly named character who is a Kryptonian survivor. Given that Argo exists on Earth-Prime, too, it's possible that she's Kryptonian here, too, but I assume only time will tell. (I couldn't watch the episodes yet as they were not broadcasted yet here.)
