You'd think foster care parents would be ckecked out more for their qualifications and such. But I assume, thats not always the case so long as they can get the kids somewhere and "out of the way" in some regions...
I figured that no matter how much effort you put into checking out people, there's always something that could happen to make a situation turn for worse, like lay-offs or problems in a relationship. Alcohol can change people in the worst way.
