It's just a way to denote an emotion or attribute. It's not specific to FoLC-dom, I see it a lot on LiveJournal, too.

The first instance I saw of ! was in the X Files fandom, who knows how many years ago, so it's definitely been around a long time. But it's been slow to arrive here in FoLCdom. LabRat
