I voted 'maybe'. I don't remember any specific examples right now, but it seemed like there were a few things he said in Season 4 that gave me the impression he was totally clueless.
Wouldn't be the first time he misjudged someone. He was friends with Bill Church, after all. Not that that's quite the same thing.
But I don't know, that's just my outlook on things.
It could go either way, really.
