The Time Cops will only have a problem if Kirk carries through his ruminations about going back and collecting the Daily Planet's archives - Clark lived through all that time, so the Time Cops don't have jurisdiction.
But they might have issues with Wells and Tempus (the Star Trek evil Alt-verse was one where Tempus succeeded in destroying Superman?)
