Aren't they called the "Twin Cities" because Minneapolis is on one side of the Mississippi River and St. Paul is on the other side?

Two different cities, same metropolitan area. I think I read somewhere that St. Paul was considered to be the slower-paced part of the Twin Cities. Yes? No?
