The clinic, through Deter, could press charges of kidnapping, since Clark left obvious signs of break-in and mess in Lois's room, then.
If it were only up to Henderson, I'm pretty sure he wouldn't do anything against Clark unless Lois came back and "complained" about it. At least, that's my understanding. Just throwing it out there.
